Can Someone Who Reaches FRA In February 2018 File A Restricted Application For Spousal Benefits Only?

Husband is FRA as of May 2017 and wants to file and suspend. Higher earning spouse is now retired and will be FRA in February 2018. Used your software but cannot figure out if wife can file a restricted application for spousal benefits in February 2018.

I can tell you that in the scenario you describe in your question, the spouse reaching full retirement age (FRA) in February 2018 could file a restricted application for spousal benefits only at that time. However, no spousal benefits could be paid if the worker on whose record the spouse is eligible has suspended their benefits, assuming that the worker suspended their benefits after April 29, 2016 (https://www.ssa.gov/planners/retire/suspend.html).
