I submitted a form to move back my benefits start date to sept of 19. I did not keep a copy unfortunately. The local office said it was submitted and out of their hands. the payment is supposed to come out of Kansas city, correct? so I called them and they really couldn't give me a good answer. the person I talked with said it may get paid in sept of 20. can you help me?

It doesn't sound like there's much that you can probably do at this point. If you've asked to change your month of entitlement (MOE) to benefits after your initial claim was adjudicated, the processing of your request would need to be performed by the Social Security regional payment center that has jurisdiction of your Social Security number. Apparently, in your case that's the payment center in Kansas City.
Under the best of circumstances a request to amend a person's MOE takes roughly 60 to 120 days to effectuate, and I imagine the current pandemic has substantially increased that time range. You'll probably just need to be patient, although it's probably a good idea to follow up with Social Security periodically. You could also try contacting the offices of your U.S. congressional representative or one of your U.S. senators to see if they would be willing to make an inquiry with Social Security on your behalf.
