I was born on 12/20/1953,my wife born on 9/5/56.Does my wife have to be drawing social security for me to draw a spousal benefit or just file and suspend at her age of 62.Also would that spousal benefit be1/2 of her PIA at FRA for her?Thanks appreciate the help.

Yes, your wife must be drawing her benefits in order for you to receive spousal benefits on her record. Filing and suspending is not even an option until a person reaches full retirement age, but even then you could not receive spousal benefits if she suspends her benefits.
The unreduced spousal benefit rate is 50% of the worker's full retirement age rate (PIA), even if the worker is drawing a reduced benefit.
