Is there a cut off age for reducing the WEP reduction? My sister has 23 substantial years and is planning to keep working. She just hit FRA. She was told that substantial earnings after FRA won't reduce the WEP. Is that correct?

No. If your sister has additional years of 'substantial earnings' as that term is defined in the Windfall Elimination Provision (WEP), the percentage reduction applied to her benefit rate that's caused by WEP can be recalculated regardless of at what age she produces the substantial earnings. If your sister does produce additional years of substantial earnings this year or in the future, Social Security should automatically recalculate her benefit rate. If they don't, your sister could submit a written and signed request asking for a manual recomputation of her benefit rate.
