Such a spouse could file for additional spousal benefits when her husband files for his benefits, but she wouldn't be allowed to 'switch' to just spousal benefits. What would happen instead is that she would continue receiving her own retirement benefits, plus any spousal benefits for which she subsequently qualifies. Her unreduced spousal rate in the scenario you present would be equal to 50% of her husband's full retirement age rate (PIA) minus her own PIA.
