I am 66 and just began collecting SS in April $2,272 . My spouse, 64, has been collecting since 62 $602 on her account. We have a disabled 23 year old child in care who is on SSI since 18. My wife was told by soc sec worker that her benefit after increase for spousal benefit, is reduced by the early filing discount.
My question: 1. if a “child in care” then age of the spouse is not a factor, so shouldn't she receive the full 50% of my PIA without reduction for her early filing? 2. Is (was) she eligible on her own account since age 62 to no reduction for early filing because she had a disabled child in care? And if so, her early filing should certainly not affect her combined own account and spousal benefit?

With regard to your question 1, your child must be entitled to disabled child's benefits on your record in order for your wife to potentially qualify for unreduced spousal benefits. Plus, your child would have to have a mental impairment or require personal services (e.g. help with bathing or dressing) in order for your wife to qualify as having a child in care (https://www.ssa.gov/OP_Home/handbook/handbook.03/handbook-0312.html).
The answer to your second question is no. Your wife's retirement benefits are reduced for age if she starts drawing them prior to full retirement age, regardless of whether or not she has a child in care.
