I am currently 65 and my wife is 62, obviously past the April 30, 2016 date to be grandfathered to allow the use of the file and suspend strategy I had planned on. What should be my general plan going forward?

That depends largely on your and your wife's relative benefit rates and how much she earns if she's working. You were grandfathered under the new deeming provisions (https://www.ssa.gov/planners/retire/deemedfaq.html), so you would have the option of filing for spousal benefits only at age 66, while letting your own benefit rate grow until age 70. Your wife must be drawing her benefits in order for you to be potentially eligible for spousal benefits, though.
