I haven't memorized the countries that are members of the EU, but I'm almost certain that citizens of all of those countries can be paid U.S. Social Security benefits even while living outside the U.S. as long as they have enough work credits to qualify for U.S. Social Security. There are only a handful of countries where Social Security benefits can't be sent, which you can find in this Social Security publication: https://www.ssa.gov/pubs/EN-05-10137.pdf.
